Abdul Quddus Mia, the acting principal of Chattogram Hathazari Khandakiya Chikandandi (KC) Shaheed Ziaur Rahman Degree College, has been accused of working with fake and forged certificates, misconduct towards teachers, embezzlement of money, and various corruption and irregularities. According to the complaint filed by the Chairman of the Non-Government Teachers Registration and Certification (NTRCA), Abdul Quddus Mia has an MSc (Physics) from the National University, a third-class certificate, and in addition, it is necessary to provide an additional computer certificate by the Ministry of Education, National Technical and Vocational Training He was previously working at a college in Chandanaish Upazila of Chittagong. In the application, the accused have strongly demanded that the NTRCA authorities verify all his academic certificates, investigate and take appropriate action. When asked to inquire from the NTRC chairman in this regard, he said, we have received a complaint, an investigation will be conducted and appropriate action will be taken if found guilty. It is learned that there are numerous allegations of similar corruption and irregularities against him in the National University and the Maushi office. It is alleged that no rules of the National University and Maushi were followed in appointing the acting principal. After the fall of the fascist government on August 5, 2024, the controversial Abdur Quddus Mia was appointed as the acting principal in a fabricated decision of the then self-proclaimed ad hoc committee of this college. He has been illegally holding the post of acting principal till date and is illegally embezzling college funds in the name of TA, DA along with an additional salary of 10,000 taka every month. It is known that at the instigation of this controversial acting principal, the PF, increment, annual festival, allowance, bonus of the college teachers have already been stopped. The salary allowance of the degree class teachers has been stopped. Due to this, the degree activities in the college are about to be stopped at some point. When asked about this, numerous members of the college teachers’ council said that these activities of the acting principal are being carried out with the help of the president of the governing body and some members. Among the members of the college management council, one is known as a womanizer, one is a drug addict, and one is known as a friend of the fallen autocratic fascist government. These controversial members are constantly coming to the college campus and embarrassing the teachers and students. When the teachers complained, the controversial acting principal Abdul Quddus Mia called some members and completed the trial of the respected teachers in the principal’s room. The teachers have expressed their anger, saying that this is a great insult to the respectable teachers. The college teachers are terrified and embarrassed by such behavior of the controversial acting principal and some members. It is also known that,Last year, a respected senior teacher who protested such behavior in the college was physically and mentally tortured in the principal’s room by the controversial acting principal and some controversial members of the college governing council and thrown out of the college in front of the teachers. According to the complaint of the members of the college teachers’ council, this teacher, who is an astrologer, was not only physically tortured but also temporarily suspended without any reason or notice signed by the president of the governing body on false, fabricated and illegal excuses. The college teachers’ council has strongly condemned and protested in this regard. It is regrettable that all the salaries and allowances provided by the government and the college to this teacher have also been stopped. According to the education experts, according to the rules and regulations of the private teacher service, there is no provision for the president of the governing body to dismiss any teacher, the jurisdiction to temporarily suspend can only be exercised by the permanent principal or the secretary of the college governing council. In this regard, Professor Abu Taher, former general secretary of Chittagong Bakshis, said that the president of the governing body does not have the authority to dismiss a teacher, what has been done is illegal, unjust and punishable by law. It is learned that two respected senior female teachers complained to the president of the college governing body about the constant misconduct and irregularities of the controversial acting principal and requested to remove the controversial person from the position of acting principal, but the president of the governing body did not pay any attention to them, the teachers’ council alleged. The college teachers’ council has appealed to the Honorable Education Minister, local MP Barrister Mir Mohammad Helal Uddin, the National University Authority, and the Directorate of Secondary and Higher Education (MAUSI) Dhaka to dissolve the controversial governing council and form a new governing council to bring about a healthy environment for education in the college. The controversial acting principal is also accused of embezzling government funds. According to the complaint filed with the Chittagong Education Board, the Education Board illegally embezzled Tk 44,560 from 227 students in the 2022-2023 academic year and Tk 82,500 from each student for the evaluation of the ICT internal practical exam books of 165 students in the 2023-2024 academic year. Recently, in the memorandum K/C/Sh/G/D/K-2025-5, an internal audit sub-committee was formed by the acting principal of the college to audit all the income and expenditure accounts of the college from 01-05-2025 to 30-10-2025, with Assistant Professor Abdul Bari of the Logic Department of this college as the convener, Assistant Professor Tridib Roy of the Management Department and Assistant Professor Nurul Alam of the Mathematics Department as members. The report provided by the audit committee revealed that there was misappropriation and inconsistency in the money due to the board refund of HSC examinees of this college in 2024, the rent of the college’s land was not included in the accounting books, the fees received for commendations and certificates of passing students were disproportionate, it is doubtful whether the college’s purchase and sale activities were carried out through the internal purchase committee, and there were no vouchers.The Internal Audit Committee reported various irregularities, including the absence of any signatures from the Audit Committee or any other higher third party on the vouchers of the Principal in charge of income and expenditure in the college. The Internal Audit Sub-Committee also expressed its opinion that all his income and expenditure are not legal and there are various irregularities, corruption and embezzlement.
