Through the Honorable IGP Ali Hossain Fakir, I would like to draw the attention of the government’s policy-making circles, those responsible for running the state, and the conscious citizens of the country. History testifies that at every stage of civilization, institutions that maintain law and order have played an important role in sustaining the existence of the state. When that structure has weakened, chaos has increased in society, people’s sense of security has been damaged, and respect for the law has decreased. Therefore, the strength of the police lies not only in their uniforms; but in the trust of the people, the faith of the state, and their professional dignity. Today’s writing is not an emotional reaction, nor is it a mere theoretical discussion. It is a reflection of some thoughts stemming from my long observations, practical experience, and sense of responsibility towards the state as a journalist, researcher, and conscious citizen. I believe that raising questions does not mean opposition; Rather, the right questions motivate a nation to move forward in the right direction. State security, rule of law, people’s rights and the dignity of the police force – these four issues are deeply related to each other. It is not possible to strengthen one by weakening the other. Therefore, the demand of the time is to build a modern, humane and people-friendly police system based on mutual trust, professionalism, accountability and public involvement. This small effort today is out of this expectation, this sense of responsibility and deep love for Bangladesh. I believe that every responsible word spoken for the welfare of the state will one day show the way to change. With that belief, I dedicate this article to the people of the country, the conscience of the nation and the responsible circles of the state. The importance of law and order forces for the orderly running of a society is immense. Like every organ of the state, the police force is also an integral part of society. Recently, we have seen how horrific the picture of a society without police can be. This is like a waking dream, where the freedom and security of citizens are threatened. Both the government and the common people are now realizing how much society can collapse in the absence of the police. From petty crimes to major social chaos, everything seems to go out of control. In this situation of lawlessness, citizens are helpless, suffering from lack of security, and criminals are roaming freely. The police force not only suppresses crime, but also acts as a preventive ring for social peace and stability. Creating a sense of security among the common people, establishing the rule of law, and maintaining overall social order—the contribution of the police behind all this is undeniable. When the police withdraw from their duties or become inactive, its impact becomes clear at various levels of society. The number of crimes increases, people take the law into their own hands, and chaos spreads in society. In such a situation, both the government and the common people understand that the importance of the police force is essential not only in suppressing crime, but also in building an orderly society. In addition, some cities had a Night Watch system, where citizens took turns ensuring the security of the city. Modern era: 18th century, the concept of modern police first appeared in the late 18th century. In 1798, a branch of the first modern police was established in Paris. Shortly after this, in 1829, the Metropolitan Police Service was formed in London under the leadership of Sir Robert Peel. This organization played an important role in creating the basic structure of the police force. For this reason, Sir Robert Peel is called the founder of modern police. In colonial India, the concept of modern police came during the British rule. In 1861, the Indian Police Act (Police Act of 1861) was introduced, which was originally designed to suppress rebellion. Today’s police systems in India, Bangladesh and Pakistan are based on this act. Evolution of modern times: In the 19th and 20th centuries, the role of the police expanded further with the industrial revolution and urbanization. The police became important in crime prevention, public safety, traffic control, and maintaining social order. In the 1900s, forensic science and technology were incorporated into police work, revolutionizing the way crime is investigated. Today, the police force plays an important role not only in crime prevention, but also in citizen protection, counter-terrorism, human rights protection and social services at various levels of society. Modern technologies, such as CCTV, DNA profiling, and specialized units to control cybercrime, have made police work more effective. The history of the police shows us that it is an evolutionary process over time, which has changed and is still changing according to the needs of society. There is no alternative to the police in enforcing and implementing the law. The foundation of a well-ordered society is the rule of law, and the main responsibility for establishing this rule of law lies with the police force. The task of building a culture of law-abiding citizens at every level of society is very complex and sensitive. This is where the role of the police is invaluable and indispensable. Because the training, technology, and legal powers that the police force works with are not easily available or properly applied by any other institution. Moreover, the institutional structure, professionalism, and responsible behavior of the police are invaluable in maintaining peace and security in society. Importance of the police in society: People’s trust in the police force sets the standard for a country’s legislation and rule of law. Due to the active presence of the police and their dedication to justice, the crime rate in the society decreases, people feel safe, and overall order is maintained in the society. Therefore, there is no alternative to the police in enforcing and implementing the law. Their role in maintaining law and order is immense, and they are an essential institution in building a well-ordered society. We need to have respect and trust in them, because it is through them that the security and stability of our society is ensured. The right path, impartial and fair police force, the police must maintain its impartiality to restore public trust in the police and build a well-ordered society. If the police are free from political influence and perform their real duty—as friends and servants of the people—then it will be easier to maintain law and order and establish justice. Therefore, the political use of the police is never acceptable. They should be allowed to work independently, fairly and honestly, so that they can properly serve the people and maintain peace and stability in society.
